Technical Assistance Project For Improving The Quality Of Vocational Education Through Establishment Of Sectoral Centers Of Excellence (IQVET III)

Technical Assistance for Improving the Quality of Vocational Education and Training through Establishment of Sectoral Centres of Excellence which is an operation run in the scope of Instrument for Pre-Accession Assistance for 2014-2020 (IPA II) is run in cooperation with the Directorate General of Vocational and Technical Education of the Ministry of National Education which is the beneficiary, the Directorate of European Union and Financial Assistance of the Ministry of Labour and Social Security which is the operating structure and Delegation of the European Union to Turkey which is the donor institution.

Activities under the technical assistance component of the Operation started on March 1, 2021. Activities described under the Technical Assistance Component are conducted in line with the work plan and depending on the COVID-19 situation.


PURPOSE OF THE OPERATION

Increasing the quality of vocational and technical education by developing the Knowledge, skills and competencies in line with the EQARF and EQAVET through
• training teaching and administrative staff,
• improving learning environments,
• providing VET as an attractive option for students,
• increasing cooperation between schools, social partners and private sector through establishment of Sectoral Centres of Excellence (SCoE).

Sectoral Centers of Excellence

15 Sectoral Centers of Excellence Being Established: To enhance the special field competencies of teachers working in Vocational and Technical Secondary Education institutions through on-the-job and distance learning methods, 15 Sectoral Centers of Excellence are being established.

Fourteen Sectoral Centers of Excellence will be set up, covering a total of 25 vocational fields, along with one center focusing on vocational foreign language, vocational mathematics, and vocational science education. The staff of these centers will undergo various trainings both domestically and internationally.

The Sectoral Centers of Excellence will implement mechanisms to ensure the continuous professional development of teachers by establishing a permanent link between vocational and technical education and the sector, thus enabling teachers to adapt to developments in the industry.

The “Directive on the Working Procedures and Principles of Sectoral Centers of Excellence,” prepared by the Ministry of National Education, has been approved and published in the Official Gazette. This significant regulation aims to improve the quality of vocational and technical education and achieve stronger integration with the sectors. The directive includes many critical regulations from the establishment to the operation of the Sectoral Centers of Excellence and aims to provide practical training to students to cultivate a qualified workforce.
