Project Objective
The objective of the project is to ensure the rapid and cost-effective implementation of public investments in metropolitan areas to enhance service delivery. It aims to increase the administrative capacity required for the implementation of national legislation and EU regulations by fostering cooperation and coordination among institutions operating in this field. The project was proposed as an IPA project to the former Ministry of EU Affairs by the Ministry of Interior in 2017 and has been implemented since 2019.


Project Process
In recent years, significant transformations have been realized in public administration in Türkiye through innovative approaches. Within this scope, with the regulation made by Law No. 6360 dated 12/11/2012, new metropolitan municipalities were established after the 2014 local elections, increasing their number to 30, and the boundaries of metropolitan municipalities were changed to provincial administrative boundaries. With this change, the duties and authorities in metropolitan areas were redefined, municipal authority was enhanced to meet the common needs of the public, special provincial administrations were abolished, and Investment Monitoring and Coordination Presidencies (YIKOBs) were established.
YIKOBs have become key actors in the implementation of public investments in metropolitan areas. Besides their role as implementers on behalf of the public, they also coordinate, monitor, and supervise these investments. YIKOBs work to ensure that public investments are implemented efficiently, rapidly, and effectively and support the implementation of designated policies with good governance practices at the local level. In performing these duties, they facilitate the transfer of knowledge and resources between central and local public actors.
To support public reforms in the country, the Ministry of Interior has initiated a Technical Assistance Project for Strengthening the Capacity of YIKOBs. The Presidency of Strategy and Budget of the Republic of Türkiye is a project partner, with YIKOBs in İzmir, Trabzon, and Van serving as pilot locations. The project has a 39-month implementation period and is co-financed by the Republic of Türkiye and the European Union.
The Capacity Building Project for Investment Monitoring and Coordination Presidencies (YIKOB) is a technical assistance project jointly financed by the Republic of Türkiye and the European Union, and it is being carried out by the Strategy Development Department of the Ministry of Interior and EY Türkiye. The project, which has been implemented since March 2019, consists of four phases, and significant achievements have been made through extensive activities conducted with a participatory approach before the project’s completion.
